The IQSK Council conducts the day to day affairs of the Institute. Council sittings are the core business meetings for the institute, where all decisions required for the smooth operation of the institute are taken.
Council members are elected into office during the AGM of the institute. To quality as a council member, one must be a fellow or a corporate member of the institute.
Currently the sitting members of the council are:
Qs Jennifer is a highly qualified, experienced and recognized professional in the construction industry and is the Managing Director of Anka Consultant Ltd, a Quantity Surveying firm in Kenya.
She is a passionate and a very driven leader having served at the Council of IQSK since 2012, as registrar for 6 years and most recently the Vice President where she proudly revolutionlized the CPD trainings to attract global recognition and immense value to members.
Other leadership positions include Board Member, NCA (2015-2018) where she served as the chair of the Finance Committee; Board Member, AAQS ( 2018- Current) where she serves as the chair of the Membership Committee; Board Member, WIRE ( 2019-Current) where she serves as the Secretary of the Board.
Qs Jennifer’s careers was founded at Safaricom Ltd in 2004 where she cultivated the power and drive for transforming organizations to foster extra ordinary results. Often described as versatile and agile, Qs Jeniffer is forever hungry for knowledge and she continuously participates in executive programs from variously renown Business Schools including Strathmore University, Cranfield University, Babson College as well as Havard Business School.
Andrew is a registered Quantity Surveyor specializing in Quantity Surveying, ProjectManagement, Arbitration and Facilities Management. Has an unusual focus on facilitating and achieving institutional cohesion and consensus for the advancement of the strategic goals and objectives. Strongly and purposely upholds the virtues of integrity, fairness and accountability as guiding principles.
Having graduated from the University of Nairobi in 2000, has professional experience in both public and private sectors. Has extensive experience in facilities & infrastructure design, development and management having worked for a private financial institution, government
ministry, aviation industry, private consultancy and now a public learning institution, the University of Nairobi. He is also the Director of Cost & Value Management Consultants Ltd, a Quantity Surveying and Project Management firm.
Andrew, IQSK member no. 100, joined the institute as a student member in 1998 and upgraded to corporate (professional) membership in 2007. He has served as a council member 2016 – 2018 and as the Honorary Treasurer 2018 – 2022.
Qs Rose Jematya Kotut is a registered Quantity Surveyor. She works at the State Department of Public works- (Ministry of Transport, Infrastructure, Public Works & Urban Development as a Chief Superintending Quantity Surveyor.She has a vast experience of 14 years in
the construction industry both private and public sector.
QS. Rose is a holder of Bachelor of Arts in Building Economics, Master of Arts in Construction Management both from University of Nairobi. She is a registered member of Board of Registration of Architect and Quantity surveyors-Q690s, professional member at the Institute of Quantity Surveyors of Kenya (IQSK)-(434). She also has a certificate of Strategic Leadership Development Programme
(SLDP-(SMC) both from Kenya School of Government, a certificate of international Leadership, public policy and Good Governance from National Institute Governance, Mossorie-India.
Qs Rose also sits at the Educational board for the Board of Registration of Architects and Quantity Surveyors (BORAQS) as member, She has also served as a council member at the Institute of Quantity Surveyor of Kenya (2019-2022), Member of the M&T -IQSK, Convener short Courses at the IQSK
She also sits at the Board of Management at Metkei Girls High School, and Kipsaos Boys high School both at Elgeiyo Marakwet County. Rose
is a Wife and a mother.

Cynthia Moira Mulaku is a registered Quantity Surveyor an is currently practicing Quantity Surveying and Construction Project Management. She holds a Bachelor’s Degree in Quantity Surveying from the University of Nairobi and is a Professional Member of the Institute of
Quantity Surveyors of Kenya. Ms. Mulaku is passionate about the advancement of the Quantity Surveying Profession and uses her platforms to educate and create awareness on the need to engage construction professionals in their projects. She is also a tutor and mentor of students
taking courses in the Built Environment at the Nairobi Institute of Technology.
Qs. Jasan Wanyoike Njoroge is registered and practicing Quantity surveyor. He is a longstanding member of the Institute of Quantity Surveyors of Kenya (IQSK) since March 2012 and has served in various committees of the institute including the Office purchase project, finance committee and editorial committee. He is currently the editor of the Quantity Surveyor Journal and the publications committee chair spearheading the production of the journal and the annual construction cost handbook.
David is a Registered Cost Manager/Quantity Surveyor working with Turner & Townsend. David has gained vast experience in the commercial management of projects across various sectors. He has significant exposure in procurement and cost management of high-intensity projects in a variety of sectors including office, commercial, health, hi-tech, showrooms, and residential projects.
David has been involved at IQSK since the earlier days of his career starting from interning at the Institute and currently sits on the editorial
committee. He led the team that produced the first cost handbook by the Institute which remains one of his biggest accomplishments with IQSK. He is also a frequent writer of the Journal and has published multiple articles. A testament to his hard work, quality output and dedication to the Institute
